The welfare system in the United States experienced unprecedented changes in the 1990s. Time limits were among the most controversial welfare policies implemented. I develop a dynamic structural model of labor supply, welfare participation and food stamp participation, and estimate the dynamic effects of time limits and other policies using panel data from 1992 to 1999. In general, my in-sample estimates of policy effects are in line with existing reduced-form work that use data from similar periods. I find that a time limit is worse than a simple reduction in welfare benefits in terms of economic efficiency.
